What is Promise 25?
Promise 25 is a development of twenty-five new affordable rental homes built across nine city- owned sites in Southeast Raleigh. The development offers a mix of one, two, and three bedroom rental homes.
What is “Small-Scale Living”?
Rather than one large apartment complex, Promise 25 homes are built as duplexes, single-family houses, and Accessory Dwelling Units (ADUs), woven directly into existing Southeast Raleigh neighborhoods. Homes are designed to match the scale and character of the surrounding community, offering a residential neighborhood living experience — not a large multi-family building.
What is a Duplex and an Accessory Dwelling Unit?
A duplex is a single building divided into two separate homes, each with its own entrance and address, sharing one common wall. An Accessory Dwelling Unit (ADU) is a detached, single unit that stands separately from the main duplex structure on the same lot.
Who owns Promise 25?
Southeast Raleigh Promise Housing LLC is the owner of Promise 25.
Who developed Promise 25?
The development team is made up of Southeast Raleigh Promise, Urban Trends, TightLines Design, and RBI.
Who funded Promise 25?
Promise 25 is made possible with support from the City of Raleigh, Wake County, Low Income Investment Fund (LIIF), Tom Russell Charitable Foundation, Purpose Built Communities, and Southeast Raleigh Promise.
Eligibility & Income
How are income and rent limits determined?
Rents and income limits are pre-determined based on HUD published income and rent limits for the Raleigh / Wake County Area Median Income and Fair Market Rents.
Do you accept Housing Choice Vouchers?
Yes. Housing Choice Vouchers and other forms of rental assistance payment are accepted.
Is a background or criminal check required?
Yes. All residents 18 years of age and older are subject to a criminal and background check. Click here to view the Tenant Selection Plan.
What else could disqualify an applicant?

Applying & Leasing
How do I apply?
Individuals may complete an application online or download an application, complete it, and mail it to (First Rate Property Management, 9121 Anson Way, Suite 200, Raleigh, NC 27615). Applicants will be notified upon receipt.
Who manages leasing and applications?
First Rate Property Management manages leasing and applications for Promise 25. They can be reached at 919-805-3874.
Does the waiting list ever close?
No. The waiting list never closes and is open on a rolling basis — applicants may apply at any time.
What is the lease term?
Residents sign an initial one-year lease. After the first year, the lease may convert to month-to- month, unless otherwise agreed upon.
Living at Promise 25
Are utilities included in rent?
No, utilities are not included in rent. Residents are responsible for water and electric services, and will need to establish their own accounts with the utility providers.
What is SystemVision?
Promise 25 homes are built to SystemVision standards, a North Carolina program that certifies affordable homes for energy efficiency and comfort. In practice, that means better insulation, more efficient heating and cooling, and homes that are healthier, safer, and cheaper to run — helping keep residents’ monthly utility bills lower and more predictable.
Do you allow pets?
No pets are allowed. However, service animals are permitted with the appropriate documentation. See the Tenant Selection Plan for details.
Is resident parking available?
No designated parking is available. All residents are expected to utilize on-street parking.
