What is Promise 25?
Across nine city-owned sites in the Rock Quarry Road Corridor, 25 new affordable rental homes are being built in phases, with first move-ins in August 2026. It is part of Southeast Raleigh Promise's work to keep quality, mixed-income neighborhoods within reach at every income level.

The development is owned by Southeast Raleigh Promise Housing LLC and managed by First Rate Property Management Company.

Applications for the first three homes open August 1, 2026. More homes will follow in future phases through early 2027. Renderings, layouts, rents, and availability are available below.
Start the Application Process
The entire process takes place online: review the homes and income limits, complete your application, pay the application fee, and sign your lease once approved. You can also request a printed application, or email or call the property manager with questions.
A non-refundable application fee of $30 per household member over the age of 18 is due with your application. Applications are reviewed in the order received, by home size and eligible income level. The waiting list never closes, so you can apply at any time.
