Built in phases across nine city-owned parcels near the Rock Quarry Road Corridor and surrounding area, Promise 25 includes 25 rental homes — a mix of one single-family home, duplexes, and ADUs — serving households with incomes at 30%, 60%, and 80% of the Area Median Income (AMI)

Promise 25 keeps housing within reach by building small-scale, right-sized homes on smaller parcels throughout the neighborhood. A non-refundable application fee of $30 per household member over the age of 18 is due with your application. Applications are reviewed in the order received, by home size and eligible income level. The waiting list never closes, so you can apply at any time.
